CAROLINA BEACH - The Carolina Beach Planning and Zoning Commission will review a request for a Conditional Use Permit at their December 14th, meeting to redevelop the Federal Point Shopping Center located at 1018 N. Lake Park Blvd. Plans for redevelopment of the old Federal Point Shopping Center were first submitted to the Town's Planning Department late Friday afternoon November 3rd.
The proposal calls for demolition of the existing shopping center and construction of a new 51,469 square foot grocery store with an attached 8,400 square foot multi-tenant building with a patio area. The plans show areas for two additional future multi-tenant buildings. According to John Lennon of Coldwell Banker Commercial SunCoast, the tenants of the shopping center were recently notified the property is under contract with a buyer.
The center was formerly home to Food Lion before that store moved to a new location near Snow's Cut Bridge on North Lake Park Blvd. Other tenants include business such as Maxways, Primrose Cottage, Carolina Beach Scuba and others.
Under the new plans the old Carmike Cinema will be demolished to make way for future commercial space.
While the application doesn't state a name of the grocery store chain that will occupy the new development, speculation is Carolina Beach will be home to a new Publix store. The Louisiana based G.H.K. Developments, Inc. is listed on the application and plans submitted to the Town. They completed construction of a new Publix located in Wilmington on College Road. Their website lists previous projects such as Walgreens and Publix stores.
How does this affect the previously approved Harris Teeter project to be located on an adjacent parcel? Jeremy Hardison - Senior Planner for the Town - said Monday November 6th, since the Harris Teeter project was based in part on connectivity to the Federal Point Shopping Center incorporating vehicle easements, if the latest Federal Point application is approved, the applicants for the Harris Teeter project would have to come back to Town Council for their third review of the permit and get approval for a major modification to their existing Conditional Use Permit approved last year.
Without those easement agreements to connect both properties, the Harris Teeter project would be required to redesign their plans including positioning of parking areas, turning and access areas for delivery trucks and other aspects including access to the property from North Lake Park Blvd.
Plans submitted to the Town on for the "Federal Point Grocery Store" maintain the existing entrance from North Lake Park Blvd. The developer is currently working with the North Carolina Department of Transportation on the details for the configuration of the main entrance to the shopping center.
Town Senior Planner Jeremy Hardison explained the plans and permit application were reviewed by the Technical Review Committee (TRC) last month. The Planning Commission will review the project at their December 14th, meeting at 6:30 PM at Town Hall in the Council meeting room. Town Council will consider the permit request at their January 9th, meeting before making a final decision.
