Construction Contract

At our last Council meeting on July 14, 2015 Town Manager Cramer gave a report to Council and the public of a present problem with old storm water piping on Cape Fear Blvd that will need to be replaced and is estimated to cost from $300,000 to $500,000. This is money to be spent that was not planned for.
 My question to all: Since displeasure from a portion of the public, Mayor Wilcox and Councilman Shuttleworth (two Councilmen that have filed for reelection and just happen
to have two of 5 votes on Council (one shy of a majority) are these candidates for office going to propose or vote to have our present Contractor do
additional work even though they have been criticized by Mayor Wilcox, Councilman Shuttleworth and a portion of the public?
It appears they will. Those on Council that vote to allow this nonsense should resign their seats on Council and not seek re-election.
It is nonsense to give additional work to any company for any reason after publicly disclosing displeasure in them by Mayor
Wilcox, Councilman Shuttleworth and a portion of the public. I would like to now know who is in charge and steering the ship, our Construction Company or our Manager and Council. It appears our Construction company is totally in control and has the last say on what they will or will not do.
Our Town is like a ship without a rudder under the leadership of our present Council and Manager, we are just drifting along with other than Town officials in total control of what  Construction will or will not do. There comes a time when change is for the better, now is the time to change Constructions companies. This is being said because word has it additional work will be given to our present Contractor on a change order supposedly because they are already mobilized and in the area even though they keep receiving complaints. To give an additional $300,000-$500,000 additional work to a company that Council and the public are not satisfied with is CRAZY and pure nonsense. If this company could not please Town residents and Council up to now why would anyone think things will change for the better and surely we do not need to reelect anyone from this Council that thinks and votes like that.
It should not be a big deal to remove a Construction Company even with a contract that is receiving additional change orders for more work. Council should require our Manager to not give anymore change orders or grant any addition time to complete unfinished work.
 Council and our Manager should seek to bring in a new company to do all additional work for Carolina Beach now and not keep plugging along with our same Construction company. 
There comes a time when change is for the better, now is the time to change Contractors. Anything less after what has happened on Cape Fear, 5th Street and Clarendon Blvd to date is nonsense. I believe that Council must approve all change orders and extensions of time to complete work. That being the case Council  must share in the blame with our Manager of what has happened in granting extensions of time and change orders. When this crowd was on Clarendon Blvd. digging and cutting cables by the dozens I was their biggest critic but to no avail. Your Manager and Mayor states this is normal. Cut cables did not completely stop until this construction finished digging even though state law 811 states that if this law is followed there is only a 1% chance of cut cables.
"The quicker this construction company finishes their present contract, this majority Council finishes their first term in office and are not reelected in November, sooner will be better".
If you own a construction company doing work for a Town under a contract in any other Town but Carolina Beach good sense would tell you to satisfy the officials that have the power to give or not give you additional work under a change order.
This theory had worked for years and years everywhere except at C.B. under our present leadership. If you receive complaints on your work our Council and Manager may just give you additional work and in the case on Cape Fear Blvd. additional work estimated at $300,000.00 - $500,000.00.
