County To Consider New Carolina Beach Road Mixed-Use Project Featured

NEW HANOVER CTY - The New Hanover County Board of Commissioners will consider a request at their upcoming October 6th, meeting for a special use permit to build a new mixed-use development at 7261 and 7275 Carolina Beach Road.
According to the County Planning Department, Inlet Watch Development Partners - the applicant and owner - is requesting a Special Use Permit for a mixed-use development within an existing B-1 Business zoning district. The proposed development will contain 93 apartment units and 2,500 square feet of commercial space. The subject property includes three parcels and is located on the southeastern corner of the intersection of Carolina Beach Road and Radnor Road in Southern New Hanover County. The residential and commercial components of the proposal all are contained within one 40,138 square foot building, which serves as the main structure on the site. 48 two-bedroom units and 45 one-bedroom units will be available. Shared parking, landscaping, stormwater management, open space, and an amenity area are also proposed to be provided on the 7-acre site.
The Planning Board voted 6-0 in favor of approving the project at their July 10th, 2014 meeting.  No one from the public spoke in support of the request. An attorney for the Inlet Watch Homeowners Association spoke in opposition to the request, citing concerns about traffic, drainage and stormwater effects, effects on the bulkhead of the adjoining marina, and property value impacts.
After the planning board meeting, this item was delayed to allow time for a Traffic Impact Analysis (TIA) to be completed. The TIA has recommended that a 100' right turn lane be added to access the site from the northbound lanes of Carolina Beach Road. The MPO was scheduled to review the TIA on September 30th.
According to the Planning Department, the Planning Board recommended conditions to keep property owners informed on the progress of the development, as well as concerns over the name "Inlet Watch" being distinctive to the existing adjacent upscale community of single family homes and yacht club. The Planning Board recommended a condition stating, "The name "Inlet Watch" may not be used in association with this development."
The project is expected to generate 65 morning peak hour trips on Carolina Beach Road and 120 peak hour trips in the afternoon and evening hours. A traffic impact analysis recommends installation of a 100' foot northbound right turn lane along Carolina Beach Road.
A traffic count shows the daily average volume of vehicle trips on Carolina Beach Road in April 2014 was 27,339. The road has a design capacity of 29,300 vehicles per day.
The Commissioners meeting is October 6th, at 4PM at 24 N. Third Street, Room 301, in downtown Wilmington.
