CAROLINA BEACH - The Town of Carolina Beach will hold a workshop on August 15th, to examine a proposal for a new Harper Avenue Streetscape Plan.

According to Assistant Town Manager Ed Parvin, "The right of way on Harper Avenue is between 90 and 100 feet and can be improved to provide a safe and aesthetically pleasing multi-modal transportation system without purchasing more property."

He explained, "To design this facility the Town hired the Planners and Traffic Engineers at Kimely Horn.  Kimley Horn and Town Staff spent several weeks gathering data on the Harper Avenue area prior to conducting a two day Charrette. The Charrette invited in the community business owners, residents, and property owners to help develop the new streetscape.  Public meetings were held throughout the day and evening on July 31st and August 1, 2018."

Parvin explained Monday August 6th, that a final recommended plan will be available for the public to review and offer feedback during workshops planned for August 15th.

Following those workshop, the Town Council will be presented with the plan at their August 28th, meeting.

Parvin explained, "Kimley Horn will then begin engineering the plans for state review.  Construction is not scheduled to begin until late 2019 or early 2020."

He added, "It will be very similar to the new streetscape completed on Cape Fear Blvd a couple of years ago. There will be a multi-use bike and pedestrian path on one side and in the area near the intersection with Lake Park Blvd, public parking will be added." Sidewalks will also be included in the plan.

There are several options including keeping the existing median as part of the new streetscape design. Parking would be included from Lake Park to 4th Street.

Parvin said the Town will also be holding a project workshop on August 15 to review the utility and street improvements that are planned for the following areas:

• Goldsboro, Wilson, Lumberton, and Florence Avenues from Lake Park Blvd. to 3rd Street.
• 3rd Street from Harper Avenue to Goldsboro Avenue.
• Harper Avenue Streetscape from Lake Park Blvd to Dow Rd.

He said the workshop will be held in an informal setting so staff can meet with residents and property owners one on one to answer questions about how properties will be impacted.

All residents, property owners, and business owners are invited and can ask  questions directly to staff, the contractor, engineer, and project manager. The workshops will be held at Town Hall in the Council meeting room. The first workshop will be held at 3:00 pm with a formal presentation followed by one and half hours for questions with the project team. The second workshop will be held at 6:00 pm.
