NEW HANOVER CTY - Early voting for the 2020 Primary Election will begin February 13th, in New Hanover County. For those who want to vote Absentee-by-mail, the deadline to request an Absentee Ballot is February 25th.

One important aspect of this year's election is, voters will not be required to show photo ID for the March 3rd, 2020 primary election. In a December 31st order, a federal district court blocked a new North Carolina voter photo identification requirement from taking effect. The injunction will remain in place until further order of the court.

According to the New Hanover County Board of Elections, "Any registered voter in North Carolina who is qualified to vote in an election can either request and receive a mail-in absentee ballot or vote during One-Stop for any election, whether it is a statewide primary, general election, or special election on constitutional amendments, referendum or bond proposals, or any municipal election in which absentee voting is allowed. No special circumstance or excuse is needed to receive and vote a mail-in absentee ballot."

Who may make a request for an absentee ballot? Either the voter or the voter’s near relative or qualified legal guardian may request an absentee ballot. A “near relative” is defined as the voter’s spouse, brother, sister, parent, grandparent, child, grandchild, mother-in-law, father-in-law, daughter-in-law, son-in-law, stepparent, or stepchild. If a registered voter is a patient in any hospital, clinic, nursing home or rest home, it is unlawful for any owner, manager, director, employee, or other person, other than the voter’s near relative or verifiable legal guardian, to request an absentee ballot on behalf of the voter.

Proof of Identification:
If the voter’s NC driver license number, NC DMV-issued identification card number, or last four digits of social security number is not provided, a copy of one of the following must be provided along with the request form:
• A current and valid photo identification.
• A document that shows the name and residential address of the voter: a current utility bill, bank statement, government check, paycheck, or other government document.

Ballot Availability:
• 50 days prior to the date of a statewide primary election
• 60 days prior to the date of a statewide general election
• 30 days prior to the date of municipal elections

Submitting the form:
The State Absentee Ballot Request Form must be mailed or hand-delivered to the New Hanover County Board of Elections no later than 5:00 pm on the Tuesday before the date of the election.  The form may be delivered by the voter, voter’s near relative or legal guardian, or a Multipartisan Assistance Team member associated with the county board of elections.

Beginning on January 1,2020, the State Absentee Ballot Request Form cannot be emailed or faxed.  Absentee request forms received through December 31, 2019 via fax or email are valid.

Same-Day Registration:
Persons who are not registered in a county may register to vote during the one-stop early voting period. This process is called “Same-Day Registration” and it is permitted under state law.
To use same-day registration, a person must complete a voter registration application and show an election official proof of residential address in the county.  This “proof of address” may consist of a current and valid photo ID or a document showing the name and current address of the applicant. To be current, the document must be the most recent version or at least dated within three (3) months of the date it is presented to an election official. Copies of acceptable “name and current address” documents are permissible. It is also permissible for a voter to present an electronic or online version of a “name and current address” document, as long as the document is obtained from the original source (e.g., e-Bills from utility companies, electronic bank statements, electronic earnings statement from employer, etc.) and shows his or her current name and address.
Within two business days of the person’s registration, the county board of elections will verify the person’s driver license or social security
number, update the voter registration database, search for possible duplicate registrations, and proceed to verify the registrant’s address by mail. The registrant’s vote will be counted unless the county board of elections determines that the registrant is not qualified to vote.
