NEW HANOVER CTY -  The New Hanover County Board of Commissioners voted to close cells at the Landfill during their September 21st, meeting and fund installation of a gas recovery system. The cost, $8,979,505.00.
Joe Suleyman - Director of the County's Environmental Manager Division -  explained during the meeting, "A bid was advertised for the Partial Closure of Landfill Cells 2 -6E, Phase 4. On September 3, 2020 at 2: 00 PM, a total of four (4) prequalified bids were received in response to the bid advertisement released on July 12, 2020."
Suleyman said the Capital Project Ordinance for the Landfill Northern Property Closure was adopted on April 8, 2013 and funds for the partial closure of Landfill Cells 4-6E, Phase 4, are available in the capital project fund for Northern Property Closure as adopted in the fiscal year 2021 budget for the Environmental Management Enterprise Fund, and additional funds are requested to be transferred from the Landfill Gas to Energy Fund and the Environmental Management Enterprise Fund Balance. A significant portion of the project scope includes landfill gas infrastructure, for which funds are available in the Landfill Gas to Energy Fund."
SCS Engineers evaluated the bids received from compaines to perform the work. The lowest bidder did not submit quantifications that met the minimum landfill cell construction and cell closure requirements set forth in the bid instructions advertised by the County. Suleyman explained, "The lowest responsive, responsible bidder for the project is ES & J Enterprises, Inc., at a bid amount of $8,979,505.00. Staff recommends approval of the budget amendment to transfer $1,921,404 from the Landfill Gas to Energy Fund and $500,000.00 from the Environmental Management Enterprise Fund Balance. Additionally, staff recommends the award of the contract for the Partial Closure of Landfill Cells 2 -6E, Phase 4, to ES & J Enterprises, Inc., at a cost of 8,979, 505. 00."
The Board of Commissioners voted 5-0 to approve the project.
